The Kremlin’s new policy in the North Caucasus

Yesterday the Ingush parliament adopted a bill in the first reading, which requires not direct elections of the republic’s head, but appointment through parliamentary voting. 25 MPs voted for amendments to the election law, and one voted against. The majority of the Ingush parliament belongs to United Russia. The party has already developed a list of candidates for the position of the republic’s head. It includes Yunus-Bek Yevkurov, Mukharbek Aushev, Mukharbek Didigov, Ruslan Gagiyev, and Magomed Bogatyrev.

 

Ingushetia is the second region after Dagestan where the regional parliament voted for rejection of direct elections.

 

Dmitry Orlov, Director General of Political and Economic Communications Agency, thinks: “Today positions of the leading national republics are strong. These are traditional leaders – Tatarstan’s president Rustam Minnikhanov, the head of Chechnya Ramzan Kadyrov, and president of Bashkiria Rustem Khamitov. There are several aspects. They should maintain governability of regions, suppress separatist attitudes, control resource producing branches, and provide stability of relations between elites. Importance of Kadyrov underwent positive changes in the period of discussion of demarcation of borders with Ingushetia. As these heads of regions relatively succeed in fulfillment of their duties, they have the federal authorities’ trust and local elites’ support; I mean leaders of national republics. They have a big chance for reelecting. At the same time, they have no experience of participating in governor elections; and it is a significant problem.”

 

Speaking about the rating of the Caucasus leaders, Orlov stated: “Yunus-Bek Yevkurov traditionally has a high rating index. He usually takes place in the bottom of top-20. Others possess middle importance. Of course Kadyrov is a powerful person and a powerful politician at the federal level. The Caucasian region is a real problem. The electing model of power establishing, which was developed by the Kremlin and adopted by the State Duma, was developed for the Caucasian regions. There are a lot of problems there – diversity of elites, population problems, violence.”

 

According to Orlov, “the situation in the North Caucasus republics is relatively stable today. But there are terrorist threats, violence, and significant economic crime. Let’s remember that oil is stolen from great oil pipelines, and actually this criminal activity is regular, complex, and systemic. However, the situation is relatively stable; and under the current model of power establishing there will be no threats for this stability.”
