Mammadyarov Calls Conditions for Partnership between Azerbaijan and EU
Azerbaijan stands for differentiation in the program Eastern Partnership and commends the revision of the European Neighborhood Policy. This was stated by Foreign Minister Elmar Mammadyarov at a meeting of EU foreign ministers and the Eastern Partnership in Luxembourg on 20 April.
Mammadyarov expressed his attitude to the four points of the European Neighborhood Policy – differentiation, property, orientation and mobility.
Azerbaijan believes that at the bilateral level, the program Eastern Partnership should be differentiated and based on priorities. For Azerbaijan, these priorities should be developed taking into account the values of geo-economic and geopolitical location of the country and the basic principles of its foreign policy.
Azerbaijan believes that equal partnership and mutual commitment of the parties to the basic principles of international law is the basis for building reliable and trusting relationship of the parties. This factor is critical.
Azerbaijan shares the EU's commitment to the development of relations in specific areas of cooperation. In particular, Baku is interested in cooperation in the areas of economic development, energy, communications (transport, ICT, including general aviation space) and migration.
Azerbaijan believes that the difficulties in implementing the ENP arose from the principle of a unified approach to all participants, not taking into account specific needs of the country, and excessive relationship between values and interests.
With this in mind, continued Mammadyarov, Azerbaijan reiterates its interest in developing cooperation with the EU in the spirit of strategic partnership.
