Head of Kayakent District of Dagestan is accused of frauds with flats for orphans worth 1.5 million roubles
On June 7, the Investigating Department for Dagestan of the Investigating Committee of the Russian Federation (ICRF) presented to Ilmutdin Gamzaev, the head of the municipal formation "Kayakent District", an accusation under the "abuse of office" and "service forgery". Gamzaev's advocate claims that his client's actions contain no crime attributes.
The "Caucasian Knot" has reported that Ilmutdin Gamzaev was detained on June 6 on suspicion of abuse of office and service forgery in the implementation the housing programme for orphans.
The "Caucasian Knot" correspondent was told at the above Investigating Department for Dagestan that the point was about two apartments in the city of Novokayakent – a one-room and two-room ones – purchased for three orphans from a certain Kazanatov. The audit, conducted by the Prosecutor's Office and the Economic Crimes department of the local MIA, has revealed that the apartments of the total value of 1.5 million roubles were never handed over to the purpose.
"The charges are just sucked from a finger; there's no corpus delicti. The earlier resolution to institute criminal proceedings against my client was cancelled by the Prosecutor's Office of the Republic of Dagestan a month ago," the lawyer Biysultan Gaparov told the "Caucasian Knot" correspondent.
Ilmutdin Gamzaev was the head of the Kayakent District since March 2011. The main wealth of the district is in vineyards, said Mair Pashaev, the executive director of the Association of Entrepreneurs "Southern Dagestan".
