Parliament Speaker Oktay Asadov instructed to consider the bill in the parliamentary committees on human rights, legal policy and state building issues, international and inter-parliamentary relations.
The bill is the response of Baku on the initiative of the head of the Helsinki Commission of the US Congress Chris Smith that introduced a bill "for the act of democracy in Azerbaijan.
